Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Election Guidance, States Dutch Watchdog

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a report published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the stances of these parties, the study indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched around Europe for the showing of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to supply the future head of government.

Inadvertent Prejudice Linked to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
